ANSWER:

If the Qur’an has text of translation more than the actual Arabic ayahs of the Quran, it’s permissible, otherwise it’s not.

Are you allowed to touch the Quran with translation when on your period?

Recitation of Quran is permissible at the time of sun rising,sun set and time of Zawal while Salah is prohibited in these timings. Doing this is permissible as per Sunnah.
