ANSWER:

If the ghusul was to uplift a major impurity, this means that you are in the state of wudhu and hence, you can wipe over the socks once you put them on in the state of wudhu.

But if this was not to uplift a major impurity, you can only do that if you were to perform a valid wudhu with washing the feet and then put them on.

Otherwise, you can’t. 

After making Ghusl, can I wear my socks and then wipe them later on?
