In India many people steal electricity due to high price. Is that haram? What should I suggest them?

Is it possible to change our own hearts? I would like to soften my heart, but because I committed sins in the past I am afraid that I will enter hell and these thoughts are a big burden. I always feel ashamed before praying to Allah because I am ashamed of some things that I did/do. Does it help regarding previous major sins, if we try to work on our character and soften our hearts?

Sheikh my colleauge always ask me what to do in work. He is working in our company for more than a year now but still confuse what to do and always been scolded by managers. Sometimes i get fed up and don’t advise him as he is not learning and always rely on other peoples help. Should i continue advising him in everyday manner.
