If a person doesn’t pray or fast at all, this person is not Muslim as not praying nullifies Islam. One should give this person advice and remind him of Allah but if he doesn’t listen, you should stay away from him.

If you live with person who doesnot pray and do not fast and they are mentaly and phyisicaly fit and they know could you live that person in place
