Basically, he should be from her own country and city so that he can relate to her and know where she is from. 

Sheikh,If A Girl Who Converted To Islam Doesnt Have Anyone In Her Family Who Is A Muslim,Can An Imam From The Country Of The Groom Be Her Wali? So My Question Is: Can An Imam That Doesn’t Live In Her Country Be Her Wali? Or He Must Be From The Country That She Lives In? May Allah Reward You.
