This isn’t a rule. The rule of the majority doesn’t mean that it is right. That is why Abrahim was an Ummah on his own while the rest of the world were not believers.

The most authentic opinion is that covering the face is mandatory.

The majority of the scholars said that niqqab is recommended and a minority said it is obligatory. So, does the majority of opinion apply to all women even if they are beautiful?
