Head scarves for 3-6 years old is too much.

They should wear the head scarf and the abayah when they are about 9 to 11 years of age.

The girls between 3-6 years are to wear a uniform of head scarves, loose trousers and shirts on top. From age 6 years onwards- there is compulsory Salwar kameez with head scarves for the girls. Is this ok?
