A scholar can’t become one without studying with scholars who would correct him and clarify things for him. It was said that whosever his teacher is his book, his shortfalls would be more than his right choices.

Never the less, a student of knowledge is better than an ignorant one all together.

When is it permissible for a Scholar to give fatawa? How do you measure whether a person is qualified to give his own fatawa? Does he need an ijaaza from another Scholar or Mufti? What is the procedure?
