This is not permissible as no one can authenticate the origin of these hairs.

If we are 100% certain that it belongs to the Prophet salla Allahu alaihi wa sallam, only then it is permissible to seek the blessing of Allah from it.

In pricipal masjed was given some hair from Prophet MUHAMMAD sallallahu alahi wa sallam,the belivers stood in a row,and one by one they kiss it.
