No, this is not permissible. If you pray it even one second before time, this would be invalid. 

You must pray the Sunnah after the time of the fard prayer enters. 

Can we pray sunnah rakats before time ? For example my zohar time starts at 12.36 pm, can i pray zohar 4 sunnah rakats at 12.30 pm ?
