ANSWER:

It is permissible to use providing you keep your hands covered in front of non-mahrams at all times as this is a form of adornment. Also, if it is only a color, this is permissible but if it contains chemicals and forms a layer over your nails (which some nail henna do), this creates a barrier from the water reaching your skin and is not permissible to use.

I brought some nail henna from Saudi (rami) make. Is it allowed to use this and do ghusul/wudu without washing it off first?
