ANSWER:

This means that such a person had 60 years to fix and mend things but he didn’t. When he claims that he will do that in the coming days, he is not telling the truth and most likely he will not apologize for his sins and shortcoming. 

Is the hadith authentic regarding a person reaching an age of 60 and is not granted excuse thereafter?

In Islam teaching it’s said that if we do bad deeds or sin Allah will decrease or punish us yet I saw many people that clearly doing those wrong things be it muslim or nonmuslim and luckyly they maybe saved and not punished at all, why is like that ?
