ANSWER:

If the masjid is not within the vicinity he can gather other Muslim brothers in the locality and pray in one of the houses in congregation. If this is not an option then he can pray home. 

Does a Muslim man have to pray his prayers in congegration in the mosque if he lives in Europe in a town, where no mosques call Adhan? Or can he pray at home?
