ANSWER:

If the guardian of the woman says to the groom in the presence of two Muslim men or more other than groom: I give you my daughter in marriage and he says I accept marrying her, they are man and wife. They can later on make the civil marriage and go to the Islamic center and get the Islamic certificate as well. 

Here in the uk it seems in order to have the nikkah a civil marriage certificate must be done first. Is this ok in islam? My concern is mainly the order in which one should be done first.
