Sheikh. I wanted to know if we can say sadaq Allahul Azeem after reciting a surah or a portion of the quran at the end? Is this an innovation?

In state of major or minor impurity, what exactly is meant by “Shouldn’t touch the Quran”? Does it mean the pages that contain the sacred text or it includes even the outer hardcover of the Quran which doesn’t contain any sacred text. in the recent khatam al Quran that I have attended, the children who have completed took turn to recite a few surahs. After that the ladies committee members from a mosque recited surah al Fatihah, made dua and marhaban. Men were present and made dua lead by the main person from the ladies group. I have attended it on an invitation. What is the ruling on this?
