The question is that my husband’s brother who cannot fast ramadan due to diabetes illness gave his whole fidya of last ramadan just now to his sister in algeria and told her only to buy food from this money. Is this correct

I’m almost certain I fasted 16/16 fasts I lost last Ramadan due 2 double periods.I didn’t write it down and about 8 were taken before Dec’16. So I’m wondering if just in case I’ve missed some more and now there’s hardly anytime to make up all of them, can I pay fidya just as a doubt?
