It can be! Salt is not known from Quran or sunnah to have any effect on such things! It might be a way to get closer to the Jinn so that they would leave the people alone and this would be shirk.

My wife was told to read ruqiya in the salt after that she must pout in the water and clean her house everyday, they told her that salt is very good to remove the bad things in the house, is that shirk?

My mother ask me to read ruqiya in the bowl which inside was salt and incense , then i read ruqiya after that she told me to make niya who ever make evil eye to me he/she must be burns like the way the salt and incense get burns in the fire then i throw in the fire, is that right way ?
