Due to lack of time, I do not give reference. It is permissible to recite over water and let others drink from it. You can also do this by not telling him.

Shaikh can you give me reference about if doing ruqya for others by me is okay; i need to convince my brother that by me offering him water on which Quran is recited is okay for him to drink it.
