This is an innovation and not permissible unless there is a legitimate
reason for that.

In our local masjid, they pray qiyaam ul layl in dark, i mean they off the lights in the masjid. so is it allowed to do so? is it makruh to pray in dark?

I have a question regarding the last ten days of Ramadan. I have heard that on Laylatul Qadr, if you give one pound of charity it acts like you have given charity for 85 years, if you read Surah Ikhlas 3 times it is as though you have read Quran for 85 years. Therefore you should read surah Ikhlas and should give 1 pound of charity everyday on the last 10 days is this true?
