They may do this before Ihram

please i want to ask about the ruling of shaving and cutting nails during dhul hijah for someone performing hajj, as in before he/she is in state of hiram.

When doing sa’ee and marwa how does one finish sa’ee to marwa does one say the dua then own duaa then get hair cut like walk away straight away from finish on marwa by saying no supplication? Like tawaaf when finished one doesnt say allaahu akbar then go rather one walks away saying nothing?
