This is not permissible! We must give the money to the poor directly and they can, if they want to dig such a well!

is it permissible in islam to dig up Well for water in a flood stricken area where everything was wiped out with flood and everyone[rich and poor]have no clean drinking water, with Zakat money?Can zakat be used for well from where all rich and poor will drink now and later on too? plz reply as soon as possible as they all are in dire need of water in those areas.
