ANSWER:

The woman’s father is her wali until a muslim court or judge gives the verdict that he is not fit to be her wali!

You must not believe what the girl or her mother say without proof as they may be lying to override the father’s decision. 

In terms of wali, neither the father or his siblings are practicing and did not like islam or its teachings as the family have explained. Please could you guide me in terms of what is best to do given my current situation and what steps to take in terms of finding a valid wali as I would like a valid marriage. The girls maternal uncle is practicing and prays, is he able to substitute as a wali?
