ANSWER:

The question is not clear.
Sunnah must be prayed within Fajr time itself. You can make it up if missed after Fajr prayer or after the sun rises.
The Fajr time ends as soon as the sun begins to rise. As soon as you see the tip of the sun on the horizon, the Fajr time ends. 

 

When does sunnah of fajr finish. Is it 15 minutes before athan of zuhur
