ANSWER:

Once you have entered your city limits, you’re no more a traveler and you cannot shorten nor combine. 

Sheikh, I would like to know the ruling on the below scenario. I am a traveler and I am out of my home town which qualifies me to combine and perform prayers. If am to return to my home town, Can I kasr and Jam my prayers? Please note that my destination now is my home?
