It is not permissible.
Dowry is the mahar given to the husband in some cultures such as in India and Sri Lanka. This is not permissible. It is the man who should provide everything to his wife.

However, if women would not get married without doing this, in this case they can give the man and he is sinful for taking it.

I think you know that Dory (bribe) is not halal in Islam and one of my relative is getting married, but the problem is they are facing financial problem so can some one give money and if they use it for dory is that mean that we are supporting such sin?
