The ruling does not change just because you are in a Non-Muslim country! Men are ordered to lower their gaze no matter where they are. Such a person is not qualified to be called a student of knowledge, let alone give such fatwa and make what is haram halal like this!

I understood that it is haram to look at women not wearing hijab,so I quitted my part time job because they would not allow me to work if I don’t make any eye contact with females.A student of knowledge told me it is wrong because قياس makes the ruling in Europe different.There is more خير than شر to work with this issue so i would be able to sustain my family and complete my degree in psycholgy.
