You must wait for an empty lift or for at least 2 people to be in the lift, excluding you, to avoid khulwah. 

I live in a 26 storey apartment building. Sometimes, it is inevitable for me to be in seclusion with a non-mahram woman in the lift. Is this considered khulwah? It is difficult for me to avoid being in the same elevator with others, especially during peak periods in the mornings and evenings. Should I wait for an empty lift? Am I obliged to leave the elevator if a non-mahram woman enters?
