ANSWER: As long as you pray it before sunrise, your prayer is valid. As for whether you are sinful or not, this depends on whether you could have gotten up but chose not to or you were unable to get up. Allah is your judge.

ANSWER: You can do morning adkar as soon as the time for fajr has entered, even if you have not prayed fajr yet.  You must not delay fajr beyond its fixed time otherwise its a major sin and you cannot make it up after sunrise.
