ANSWER: Fateha is obligatory and the other surah is sunnah in both fard and voluntary prayers.  However reciting the other surah will grant you more reward but even if you didn’t recite it, your salah would still be valid.

ANSWER: No, this is not permissible.  When the imam is reciting the fateha, you must listen only and if you get a chance then you can recite it after he finishes but even if you don’t recite fateha behind the imam in loud rakah then also your prayer is valid.
