The r*pist is to be blamed for his heinous crime. The woman is blamed for not following the Islamic law of hijab and modesty but this doesn’t incriminate her and change her from a victim to a perpetrator! 

QUESTION: Sheikh, who is to blame for r*pe? In our society, many blame women, saying it’s their fault for not wearing the veil. Some even say angrily that women are responsible for being r*ped. However, most victims are innocent women and children. Is a woman to blame for being r*ped? What does Islam say about this? Does r*pe happen because women do not wear the veil?
