If your father didn’t order them when he was alive, he will be accountable. You are responsible to order your unmarried sister to abide by the Islamic laws but the problem is that in today’s times, you don’t have any authority over her especially in kafir countries. You should try your best to instead make her love Allah and Islam by giving her fair preaching and wise dawah without shoving it down her throat and this needs a lot of knowledge and diplomacy. 

QUESTION: Our dad passed away few years ago. Im only son and eldest sibling. 1 sister married, 1 unmarried. They dont do hijab from non mehrams and Free mix. Sisters husband doesnt say anything to his wife (my sis). I tell both to wear hijab, especially unmarried sis. They still dont listen and do what they please. Will our deceased dad and myself be held accountable for them not doing hijab?
