Don’t take khula & take this matter to an Islamic court and the police and show them his threats so that they can file for marriage annulment

QUESTION: My husband is involved in adultery and doesnot want to keep me. He is not giving Talaq and insisting me to take khula so he can get Mehr(125grm of gold) back from me. If I don’t take khula, he said he and his family will continue to torture physical and mentally untill he frame me with another man or take my mahr back. What to do?
