ANSWER:

This is not permissible. 

Men are ordered to lower their gaze to any woman who is non mahram to him.

I would also advise you to mind your own business as you are as guilty as they are! How did you know that they were looking at these women if you yourself weren’t? 

QUESTION: Is there any udhr for men to not lower their gaze from a woman, other than marriage? I sometimes see that du’aat look at them when clarifying their question, or when women take the shahadah with them. Please clarify my confusion
