This depends on the person who gave that envelope. 

Sometimes it is written on it and other times it is given to the father of the bride to help him and sometimes it is given to the father of the groom to help him with the expenses of the wedding.

QUESTION: In marriage functions many guests give gift in the form of cash in an enclosed envelope,so who has the actual authority of dat cash?I mean the parents of the bride/groom or the bride/groom itself.
