No, this applies only to traveling and going up and down mountains or hills. 

Doing it while going up and down the stairs would be bid’ah.

QUESTION: I recently learned a sunnah of walking up the stairs by saying allahuakbar and down the stairs saying subhannallah so my question is how many times do we say this? (Do we say according to the number of steps we take?)
