If it is to pay off his debt, this is permissible

My brother is in debt and my mother wants him to give her zakaah of gold, so that he can use that money to pay off some of his debt.My fahter is not that rich so that he could manage to pay off his debt as it is big amount,so my mother wants to give him her gold zakaah so is that permissible?
