ANSWER:

If he was never alone with her, one divorce is done and there is no iddah on her. 

If he wants to marry her again, he has to do the same process of the previous marriage, new dowry, two witnesses and the consent and approval of her guardian. If the marriage takes place, he has 2 divorces left.

QUESTION: If a man marries a woman and gave one divorce before consummating the marriage, can he remarry her again if so how?

QUESTION: Parent of a bride I wish to marry albeit claims to follow salafi school but works in a riba-based Bank. I find it difficult to come in terms to marry such a woman since I feel she may get offended when I talk against Riba or worse she may herself belief it is not wrong. My family tells me sin is on the parent and the bride shouldn’t be blamed. What is the right solution ?
