This translates to praise be to Allah and praise and peace of Allah be upon His Messenger. I seek refuge in Allah from Satan the outcast and in the name of Allah I begin.

You can say this all the time but without thinking that it is part of the Sunnah or that it is something recommended to say before a meeting or something similar. It is just praising Allah and seeking refuge from Satan
