It seems that you don’t know what it means to be in the state of Ihram.

The intention to make an Umrah is different from intending to assume the state of Ihram.

To assume the state of Ihram, one must put on the ihram towels, firmly intend after this point not to do any of the restricted acts of ihram such as wearing perfumes, clipping nails etc.

This is where he can’t simply change his mind.

But to have the intention to make umrah without assuming the state of Ihram and then changing your mind, this is permissible and no problem in doing that.
