If the teacher and the school allow open book exams and allow you to open your books during the exam, this is permissible 

You need to check with them first.

QUESTION: My teacher is taking internal exam and quiz will be on our phone . Can I cheat in this exam ? as him taking on phone simply signifies that we can look. Some teacher take this internal exam just for formality and I think he is one of them.
