Prophet ﷺ said a person who cheats is not from among us & lying is a major sin!

QUESTION: If someone got speeding tickets which in the UK you get points and a fine. The person can’t afford this fine and also could get temporarily banned to drive. There are people who can redirect these tickets to someone who no longer lives in the uk so that the person doesn’t get the fine and points. Is this haram?
