If he is a Muslim and does the minimum accepted for a Muslim which no one can compromise such as praying 5 times a day ON TIME, avoiding minor and major sins publicly and in secret and has good moral conduct, then such a person can be married to and hope for the best. Otherwise, it is best to stay unmarried than to marry a person who is not a real Muslim.
