Build it wherever its needed the most & it’s not permissible to be extravagant in building masjids!

QUESTION: If someone is blessed with the means to build a large and aesthetically remarkable mosque inspired by top luxury brands. Would it be more virtuous to establish it in the West, where the local Muslim community is in need of such spaces? Or would it be preferable to build it in the Middle East, where the land holds greater sacredness and spiritual reward?
