Because we live in a civil society and not in a jungle. 

When everyone takes the law into their own hands, we would be living in chaos and a state of lawlessness.

The Prophet ﷺ said: Do what you are obliged to do, and ask Allah for your rights. 

QUESTION: You said we cannot cheat the gov by declaring less. But the gov took so much from us. So why can’t we take back?
