ANSWER:

It’s not permissible to wear shorts that expose the awrah and the leggings won’t make it halal. It’s not permissible if their awrah is exposed as tights would reveal the shape of the thighs as if they are not wearing anything! 

QUESTION: Wearing a tight sports leggings (men) up to the ankle and a loose fitting shorts on top of it that covers up to half of the thighs permissible during sports activities such as cycling etc. (in public)
