ANSWER:
This is not kufr but shows a person’s low iman & lack of complete belief in Allah’s divine decree. The prophet salla Allahu alaihi wa sallam has ordered us not to say: if I had done so and so, this and that wouldn’t have had happened, rather we should say: this is the divine decree of Allah and whatever He wills happens.
