A female can commute within her city without a male mahram, if it’s safe!

What’s prohibited is for her to travel outside her city borders without her male mahram accompanying her.

QUESTION: In Islam it is ordered that a woman should not leave her house without male mahram for her protection. In that case can an adult mahram man take her out if he is physically weak and may not be able to defend herself?
