The one doing hajj on behalf of someone else must do his hajj before, at least once in his lifetime. You can pay someone else to do that if they had performed their hajj before.

QUESTION: I am one of the seven sisters and the only one who has completed the Hajj. The Hajj committee does not permit individuals to undertake the Hajj more than once, so I am unable to perform Hajj Badal on behalf of my deceased parents. Is it possible for any of my sisters or our sons who haven’t performed Hajj, to perform Hajj Badal and can a person perform Hajj badal if Hajj is fard on him/her?
