ANSWER:

There is goodness for the whole of humanity but not for the sinners and those being tormented as Allah has given them many chances and was merciful to them so many years. 

QUESTION: Everything Allah does has mercy in it, does this also include punishment. I mean if something happens as a punishment will there be goodness,mercy in it
