How am I supposed to know if I gained taqwa this Ramadan as the whole purpose of the month is to gain taqwa? Alhamdullilah I am confident that I can do more ibadah after Ramadan compared to before Ramadan. But I’m not sure how much my heart changed. It goes up and down. Should I use my amount of ibadah as a gauge to measure if my taqwa went up or should I look at my heart?

Yes, if a person ejaculates intentionally, his fasting is invalidated and he has fallen in a great sin.

My mom used to say whatever we spend in Ramadan buying stuff for our personal use or for decorating home and spending on food will not be asked buy Allah. Thats y people spend alot in Ramadan. Is it true?

If the fasting day started, the fast is not invalidated if you are in the state of janabah, and your fast is valid. But you should hasten to take ghusl and offer fajr prayer in its appointed time.
